Abstract

Due to widespread economic problems and fiscal constraints the Governments around the world continuously becoming too big, much costly and ineffective. The governments believed that they are the prime mover to push sluggish economics to progress and provide needed capital, had failed in its task. Powerful global trends such as liberalization and globalization also added the pressure for change. Effects at reengineering and reinventing governments were also exerted, reflecting new thinking on how governments should work. Because of the encountered problems and assured responsibility for development the government uses a new term governances.
