The Government of India has launched various schemes and programs for the welfare of the people below poverty line. Rashtriya Swasthiya Bima Yojna (RSBY) is one such scheme which is introduced by the Ministry of Labour and Employment in April 2008. This scheme is an Information technology enabled one, which means the implementation and working of the same is done via means of electronic data system. It has been implemented throughout the country in 512 districts across 28 states and union territories with enrolment of 37.7 million BPL families. But like every other process the scheme faces issues in implementation and delivery of benefits. This paper focuses on the enrolment part of the RSBY scheme and studies the challenges being faced from its inception by the enrolment teams. These teams go to the field to make the biometric cards of the BPL households and thereby bringing the beneficiaries under the umbrella of the scheme.
