HURDLES IN IMPLEMENTING ENTERPRISE ARCHITECTURE IN LOCAL INDIAN GOVERNMENT

The purpose of this study is to enhance the understanding of immature use of Enterprise Architectures. We are presenting results from an e-Governance initiative in a private city in this paper. This longitudinal case study explains the hurdles in taking initial steps towards an Enterprise Architecture during the development and implementation an e-Governance initiative. By analyzing the goal attainments, we could get a better understanding of the challenges of using Enterprise Architecture frameworks for e-Governance projects. Our results show that Most Goals were selected based on influence of strong stakeholders, rather than based on its logical association to the overall enterprise architecture. It leads to deviating from plan envisaged in beginning. Hence stakeholders started to develop, influence and implement individual solutions. This approach made affected negatively for the e-Governance-project’s possibility to develop towards an Enterprise Architecture in an efficient way.
